Article is devoted to the institute of public diplomacy and its value for social and cultural development of border territories. The increasing influence of "soft power" forces to study specifics, resources and tools of non- governmental organizations for promotion of country’s positive image. Russian and foreign approaches to the public organizations’ activities as well as the direction of public diplomacy are considered in the article. The main directions and objectives of public diplomacy in the North-West Russia were identified on the basis of the content analysis of Russia - Finland cross-border cooperation projects within the European Neighborhood and Partnership Instrument in 2007-2013.
