Sustainable growth of industries supposes the concentration of added value. The instrument of this can be a cluster strategy. The research of fishery activity of Karelia was carried out. Methodological approach to the formation of sectoral strategies is suggested. The destructive influence of the scenario approach and the faster growth of value added are shown when using the effect of the combination. Examples of administrative procedures adjustments are given.
