The satisfaction of public interests of regional actors implies the need of harmonization of their private interests. Among others, this can be achieved by using the public-private partnership agreements. The author briefly reviewed the history of the formation of the institute of public-private partnership and highlighted two main approaches to the concept of public-private partnership. The principles and the main characteristics of this institute were reviewed. In particular, special attention was paid to the funding sources that could be used as part of the public-private partnership agreement and the directions of their expansion and improvement. The author's presents a classification of types of public-private partnerships, their distribution in different countries and the spheres of activity were studied. The experience of the establishing the institute of public-private partnership in foreign countries depending on the existing legal system was critically analyzed. The article presents data about the number of projects and the volume of investments attracted in different countries in the period 1990-2015. Divergence among Russian regions in the practical use of this institution and its causes is shown. A program for the effective implementation of the institute shown. A program for the effective implementation of the institute of public-private partnership in a particular region, as well as measures to stimulate economic entities to conclude the public private partnership agreements and to improve the efficiency of their work were proposed. Additionally, weaknesses of this institute were highlighted and possible ways for its improvement were offered. The proposals and recommendations required for sustained and expanded reproduction of the regional economic systems were made. The analysis showed the potential strengths of the institute of public-private partnership. However, their effective use is only possible after overcoming the existing gaps in the legislative framework and the improvement of the economic relations system.
