Introduction. The urgency of the research relies on an increasingly larger role of tourism scope of activities in the economy of a number of countries. Tourism development in cross-border regions of Russia is a perspective line for the regional development today. The goal of the study is to ground the qualitative changes in the tourism development in the cross-border regions of Russia. Thus, the integrated nature of the study is determined by record keeping of indicators which are grounded and which are sufficient for the estimation of the tourist scope of activity. They are tourist and hotel services, tourist mobility dynamics, tourism infrastructure development. A comparative analysis of tourism development criteria in Russia and in 37 cross-border regions which border with the Russian Federation by land for 2002-2014 was used in the study. Conclusion. An approach to estimate tourism and recreation activities in the cross-border regions of Russia was offered. The outlook on tourism and recreational development was grounded. The material of the paper is of scientific and practical importance for the scientists, interested in the study of the tourism development problems in cross-border regions of Russia, for the administrative authorities of the cross-border regions, as well as for the tourist business representatives.
